Tournament Rules 2011

 

Games will be played under FIFA, “Laws of the Game” and USSF rules. USYSA, CYSA, AYSO photo player passes for the 2010/2011 season will be required for all players as proof of age, and must be available for inspection at any time during the tournament. Player age must be appropriate for the 2010/2011 season, although teams may chose to play up in age to the upcoming season. All teams must check in at least 30 minutes prior to each game at the field marshal station at each site.

Any team not taking the field within five (5) minutes of their scheduled game time or after direction from the center referee will be considered in default and will forfeit the game.

Game length:

**All U9/10 games will consist of two 25 minute halves for both pool play and Championships.

**All U11 and older games will consist of two 30 minute halves. Championship games will also consist of two 30 minute halves for U11-U14 age brackets.

**Championship games for U15-18 will be  two 40 min. halves.

All games will have a 5 minute half time break. Games may end in a tie, except semi-final and championship games.

Player’s Equipment:

Shin guards are mandatory for all players and must be fully covered by socks at all times. U9-U12 teams will play with a size 4 ball. U13 and older will play with a size 5 ball.

Home teams will take the North or West side of fields and MUST wear their white or light colored jerseys.  Home teams will also be required to supply 3 game balls. Visitors will take the South or East side of the field.  Possession to start the game will be determined by a coin toss.  All players and supporters shall be on their team’s sidelines and are not allowed on the opposing team’s sidelines.

Point system:

Win 6 points + goals scored, maximum of 3

Loss 0 points + goals scored, maximum of 3

Tie 3 points + goals scored, maximum of 3

Shut-out 1 point

Tie with shutout 4 points

Forfeit 7 points, (win + 1 goal, no shut out point)

Red Card 1 point deducted from standings at the conclusion of bracket play. No point deductions for red cards in Semi or Championship games. The player is suspended only from future play in the tournament.

Tie Breaker Procedures:

1. Head to Head Competition

2. Goal Differential (goals scored minus goals allowed)

3. Least goals allowed

4. Most shutouts

5. FIFA penalty kicks

Championship/Semi Finals tie-breakers:

1. Overtime play of two (2), five (5) minute periods. NO SUDDEN DEATH.

2. FIFA penalty kicks, (as outlined in Laws of the Game, USSF edition)

Number of players and loaned players:

Maximum roster size for U9/10 is 14 players. U11 and older are allowed a maximum of 18 rostered players. UNLIMITED LOAN PLAYERS for all ages. Players may only be rostered to and compete with one team during the tournament.

Player Substitutions:

The rules of competition for this tournament shall allow for unlimited substitution; Subs may be made at ANY STOPPAGE OF PLAY with the permission of the Referee.  All substitutions shall check in with the Assistant PRIOR to requesting the substitution.  Substitutions that are attempted without prior notification with the Assistant may not be allowed by the Referee.

Officials:

The diagonal system of officiating (a center ref and two neutral linesmen) will be used in most games. However, in the event of a shortage of referees, the dual or two-man system will be used. All Semi-Final and Championship games, in all divisions, will be officiated by a three man/woman team of certified USSF and/or AYSO referees.

REFEREE DECISIONS ARE FINAL. THE TOURNAMENT DIRECTOR WILL RESOLVE ANY SITUATION NOT COVERED BY THESE RULES.

NO PROTESTS ALLOWED

****Referee evaluations will be made available to all coaches for input on the performance of all referees.

Refunds:

Refunds will be made to all teams not accepted. Full refunds will be provided to all teams prior to acceptance. Partial refunds MAY be given to teams who are accepted and have a valid, unforeseen reason for not being able to participate.  The partial refund will include all fees minus a $75.00 administration fee. Upon rainout, a refund, minus a $75.00 administration fee, will be returned to all teams. There is no rain out make up date.

Red and Yellow Cards and Extreme Infractions:

Any RED CARD Sent Off will be ineligible for the following game.  A stiffer penalty may be imposed for extreme infractions (such as fighting).  Two YELLOW CARDS in one game will be treated as a RED CARD.

 

Coaches are responsible for the conduct of their spectators and supporters.  Any coach expelled from a game must leave the sidelines and not coach in any manner.  Coaches expelled from the game shall spend the remainder of the game out of sight and sound from the field. The game can be suspended until the coach leaves and is out of sight and sound of the field.    The referee will show a RED Card to an expelled coach/administrator.

The passes for the Sent Off player or Expelled coach will be pulled and held by the Tournament Staff until their suspension has been completed at which point they will be returned.

 

Any player Sent Off must remain under the supervision of an adult.  For the subsequent game where the coach serves their suspension, they must not be on their team’s sideline, and be out of sight and sound of the field and may not coach in any manner.  For the subsequent game where the player serves their suspension, they may sit with the team, but not be in uniform.
